Federal max = $600 million (approx.), so we can get 50% Federal funding.

That leaves $900/2 = $450 million to finance locally. $225 from each of Oregon & Washington.

Oregon got $200 million for a LRT bridge, so they ought to be able to get $225 for this.

Washington should also provide $225 million. (just 3 times what they have already spent on studying the mega-project!!)
