That leaves $551/2 = $275  million to finance locally. - $137 from each of Oregon & Washington.

Oregon got $200 million for a LRT bridge, so they ought to be able to get $137 million for this.

Washington should also provide $137 million. (just 2 times what they have already spent on studying the mega-project!!)
