Frequently tax abatements are used to encourage higher density, taking money away
from basic government services. A recent example is the $2.4 million property tax
abatement given to developer to encourage a high density apartment complex on the
former Burgerville site on Mill Plain near I5. That is a $2.4 million that could
have gone to basic city services.
